Yes and even without experience with FTP or coding a lot of hosts have Fantastico which will automatically install several CMS/Blogging systems on your domain for you such as WordPress/Drupal/Joomla etc. If they don't have Fantastico or a similar script installing system a lot of them will just install it for you if you ask.
Then you couple that with the fact that all of the popular CMS/Blogging software have hundreds if not thousands of contributed themes if you look hard enough you will find something that fits your style just right.

@irina No problem at all. The wordpress theme framework in your webspace is not related to the posts, comments and all that stuff.
So, once you've bought the webspace, login to your control panel and install fantastico.
Then login to your website(Dashboard), i.e., Wp-Admin and you can either upload theme there itself using the FTP in wordpress 2.9 or you use an alternative FTP Client S/W and upload it.
If anything gets screwed up, use the FTP S/W and then delete that theme and upload it again. It should work just fine.

No yo can re-install many times. What happens the Wp API code will differ in the index.php. So you have to reinstall all the code and change the DB name if necessary. The better way to install thru cpanel its good. Later try to add manually for plug-ins, or other tweaks.
Nothing should go wrong with the installation if you follow the directions step by step. As for themes and modifications, you can install them over and over again.
If you are talking about reinstalling WordPress as a (self), it can be done. You just have to remove the previous version that was installed either through your fantastico (if used) or via FTP if you installed it manually.

Yes, you can do it, but it'll take you a lot of time. You'll have to do your research first. Think about it ? Does it worth the time and the pain ? Maybe consider hiring someone.
