What good website/blog domain should i choose? And what coding languange should i working on? Do you have any good references to start blogging from scratch?
I would say GoDaddy/HostGator/PHP/WordPress or Drupal
Domain - There's tons of registrars and although many of them are cheaper than GoDaddy if you ever get to the point where you might have to change registrars and unlock the domain or something you will find that the cheap company you got the domain name from starts giving you the run around. Domain registration has always been shifty so spending a couple extra bucks with GoDaddy will ensure that you are secure and taken care of.
Hosting - You can get cheap hosting like $5 - $10 but if you're going to do any serious amount of work on your web server you will likely be limited. One of my servers has unlimited domains, unlimited bandwidth, unlimited file space for $15/month on HostGator. The servers are based in Texas though so if your user base isn't from the United States get something more local. Here are the specs...

You should become extremely familiar with CSS/HTML/XHTML and start learning PHP in your spare time especially if you're going to be using Drupal or WordPress.
Blogging from scratch.. Whatever you do, blog about what you're passionate about. That will ensure quality content and that you keep posting. The rest will take care of itself in time more or less.

If you're just starting out, I'd use one of the free ones (Tumblr, Posterous, Wordpress.com).
Then once you've got your feet wet and are comfortable, purchase your own domain name (I recommend Namecheap.com (they give you free Domain ID Protection).

You should use keywords in your domain name that will be searched by your target audience/niche. This and actually hosting your blog yourself, if possible, would be better than using the FREE wordpress site.
There are several good domain registers out there, but don't pay more than $7 - $10/yr for a .COM name. Some well known domain registors may RIP YOU OFF selling .COM names for $30+
